Mumbai-Pune Expressway Ghat Stretch: Speed Limit for Heavy Vehicles Likely to Rise to 50 kmph

In a move aimed at improving traffic flow and reducing operational hazards, authorities are considering raising the speed limit for heavy vehicles on the Bhor Ghat section of the Mumbai-Pune Expressway from the current 40 kmph to 45–50 kmph.

The 10-kilometre ghat stretch between Lonavala and Khalapur, known for its steep descent and sharp curves, has long been a challenge for truck and bus drivers. Transporters have labeled the existing speed cap as “unscientific” and “unrealistic”, citing frequent e-challans, overheating brake systems, and traffic slowdowns as key concerns.

A joint survey conducted by the Maharashtra State Road Development Corporation (MSRDC), state transport department, highway police, and transport associations revealed that maintaining 40 kmph on the downward slope is impractical for heavy vehicles.

  • In first gear, vehicles crawl at 25–28 kmph
  • In second gear, they naturally reach 45–47 kmph
  • Prolonged braking leads to brake drum overheating and safety risks

“The government calls it an expressway but expects vehicles to run at 40 kmph,” said KV Shetty, a bus operator, highlighting the contradiction.

The introduction of the Intelligent Traffic Management System (ITMS) has led to a spike in speed-related fines. Nearly 30% of e-challans on the ghat stretch are issued to heavy vehicles traveling between 43–50 kmph—just marginally above the current limit.

Maharashtra Transport Commissioner Vivek Bhimanwar acknowledged the issue, stating that it’s “practically difficult” for heavy vehicles to maintain such low speeds on steep gradients. The final decision rests with the MSRDC and highway police, who are expected to convene a meeting soon to finalize the revised speed norms.
