The Foundational Literacy and Numeracy Assessment Test (FLNAT) 2025 has revealed that Tripura, Tamil Nadu, and Delhi are among the top-performing states in addressing adult literacy challenges. The assessment, conducted under the ULLAS – Nav Bharat Saaksharta Karyakram, evaluated over 1.77 crore adult learners across India.

🔴 Key Findings from FLNAT 2025:

  • Tamil Nadu recorded a 100% success rate, certifying all 5,09,694 learners who appeared for the test.
  • Tripura followed closely with a 98.1% success rate, certifying 13,909 of 14,179 learners.
  • Delhi achieved a 99.3% success rate, certifying 7,901 of 7,959 candidates.
  • Uttarakhand, Gujarat, and Himachal Pradesh lagged behind, with certification rates between 85.7% and 88.3%.
