Federal prosecutors in New Orleans charged a former U.S. Army engineer this week with distributing instructional videos on how to manufacture explosive devices, which authorities allege were utilized by the perpetrator of a deadly 2023 attack. The defendant, whose identity was revealed in court documents unsealed Tuesday, faces serious federal charges related to the dissemination of information intended to facilitate violent acts.
