In a significant political development, 21 Members of the Manipur Legislative Assembly (MLAs) have written to Union Home Minister Amit Shah, urging the formation of a “popular government” in the state to restore peace and normalcy. Manipur has been under President’s Rule since February 13, 2025, following the resignation of Chief Minister N. Biren Singh amid ongoing ethnic violence.

The MLAs, representing various parties including the BJP, National People’s Party (NPP), Naga People’s Front (NPF), and two independents, emphasized in their letter that the imposition of President’s Rule initially brought hope to the people. However, they expressed concerns over the lack of visible progress in addressing the violence and instability that have plagued the state since May 2023.

The legislators stated, “The installation of a popular government is the only means to bring peace and normalcy in Manipur. We assure you of our full dedication and commitment to restoring peace after the formation of a new government.”

The ethnic conflict between the Meitei and Kuki-Zo communities has resulted in over 250 deaths and displaced thousands, leaving the state in turmoil. Civil society organizations have also voiced their dissatisfaction with President’s Rule, holding public rallies and meetings to demand the reinstatement of an elected government.

Meanwhile, the Manipur Pradesh Congress Committee criticized the MLAs for bypassing the state governor and directly appealing to the Union Home Minister. Congress leader Keisham Meghachandra Singh accused the legislators of undermining constitutional procedures and questioned their sincerity in addressing the state’s challenges.

The appeal by the 21 MLAs highlights the urgency of restoring democratic governance in Manipur to address the ongoing crisis and ensure long-term stability.
